Noxious weed and invasive plant lists, state by state

44 states publish a list of the plants they regulate. All 44 are reproduced here in full, 2,205 listings, each one citing the statute or administrative code it comes from.

A listing tells you what a state regulates, not where a plant belongs. Nativity is a county-level question, so use the county checker for a specific address.

Each list was read from the rule itself, between July 20, 2026 and September 12, 2026. The date on each state's own page is the one that governs it.

States with no list here

These 6 have no page, rather than a page reporting zero. Some publish no state-wide list at all; for others Ezina has not sourced one yet. Either way, saying nothing is regulated there would be wrong, so we do not say it.

The county checker still works in all of them, because nativity comes from USDA records rather than from state law. If you know of a published list we are missing, send it to [email protected].

Questions

Which states regulate invasive plants?

44 states have a published invasive-plant or noxious-weed list that Ezina reproduces: Alabama, Arizona, Arkansas, California, Colorado, Connecticut, Delaware, Florida, Hawaii, Idaho, Illinois, Indiana, Iowa, Kansas, Louisiana, Maine, Maryland, Massachusetts, Michigan, Minnesota, Mississippi, Missouri, Montana, Nebraska, Nevada, New Hampshire, New Jersey, New Mexico, New York, North Carolina, North Dakota, Ohio, Oklahoma, Oregon, Pennsylvania, South Carolina, South Dakota, Tennessee, Utah, Vermont, Virginia, Washington, West Virginia, Wisconsin. The remaining states either publish no list or publish one Ezina has not yet sourced.

Which state regulates the most plants?

Washington regulates the most, at 166 species, followed by California (162) and Massachusetts (144). Oklahoma regulates the fewest, at 3.

Is a plant legal to sell if my state does not list it?

Usually, but a list is a legal instrument rather than an ecological verdict. Plants spread aggressively long before a state gets around to naming them, and states add species years after the problem is documented. Absence from a list is not a recommendation.

How it works

We provide the tools you need to succeed.

The Ezina scan camera framing a purple coneflower, with Plant, Disease and Insect modes along the top and a tip to take up to four photos.
010.1Identify

Add a plant

Snap a photo or type the name. Ezina matches it to a library of about 40,000 species and starts a care plan tailored to your zone, the local weather, and the time of year.

The Ezina calendar for one week in Little Rock: a zucchini harvest band with a powdery mildew treatment due Thursday, and a watering row with water due Thursday and an estimated watering on Sunday.
010.2Care

Get a care plan

One calendar for the whole garden: when to sow, transplant, treat and harvest, worked out for where you live. Watering shows up on it too, only on the days a plant actually needs it.
